Decision-making authority at Helsedataservice

From March 15 Helsedataservice will have the authority to process applications and grant access to health data and exemptions from the duty of confidentiality for a number of data sources. To ensure that Helsedataservice gets the right basis for making decisions, the application forms on helsedata.no will be updated.

The purpose of the changes is to simplify access to health data. The goal is that you, the applicant, will operate with one application and one decision, regardless of the number of data sources you require.

Updated application form for personally identifiable information

From March 15, the application form for personally identifiable information will contain more questions than before. This is to ensure that Helsedataservice will have the right basis for making decisions on data access and exemptions from the duty of confidentiality.

Case processing at Helsedataservice

Case processing of applications for both personally identifiable and anonymous data from the relevant registers will be done by Helsedataservice. The registries will handle the data preparation and provide access to the requested data.

The relevant registers are located at the Institute of Public Health, the Norwegian Health Archive and the Norwegian Medical Products Agency.

Decision and application for dispensation from confidentiality

Applications for dispensation from confidentiality for registers for which Helsedataservice has decision-making authority are moved from the Regional Ethics Committees (REK) and from the Norwegian Directorate of Health to Helsedataservice, which assesses this at the same time as applications for data are assessed.

When compiling information, Helsedataservice will also decide on exemption from confidentiality for other types of data sources, including registers that are not included in the application form on helsedata.no.

Disclosure of data

Information from the health registers will continue to be made available from the register administrators. To ensure good and complete applications, Helsedataservice will provide guidance during the application process.

Cooperation between Helsedataservice and the registry administrators shall contribute to efficient data preparation and availability. The goal is that this will lead to faster application processing than today.

User payment

From January 1, user payment has been introduced for services at Helsedataservice following an order from the Ministry of Health and Care Services (HOD). This means that Helsedataservice invoices applicants for case processing. The register administrators invoice for the data preparation itself.
