Expected costs
The cost of accessing health data may include:
- an application fee
- an hourly rate for application processing
- charges for data preparation by the relevant data controller
- fees for the use of a secure analysis environment provided by a third-party supplier, where applicable
The total cost depends on the data requested, the complexity of the data preparation required, and the organisations involved in processing your application.
Fees charged by the Health Data Service
The Health Data Service charges for processing applications for access to health data.
Applicants pay a fixed application fee as well as an hourly rate for additional case processing.
Fixed application fee
- Application for one data source: NOK 1,500 (excluding VAT)
- Application for multiple data sources: NOK 3,000 (excluding VAT)
Hourly rate
- NOK 1,155 per commenced hour (excluding VAT)
(Standard hourly rate for all NIPH data sources from 1 January 2024.)
Applications processed free of charge
The following applications are processed free of charge by the Health Data Service:
- Appeals against decisions.
- Applications from master's students (or students at a lower academic level) requesting anonymous data for a student project, provided that technical processing does not exceed six hours.
To qualify, applicants must indicate in the application form that they are enrolled in a master's programme (or a lower level of study). Applications meeting these criteria receive both legal and technical case processing free of charge.
Applications that do not meet these criteria, including requests for personally identifiable data, are charged according to the standard rates.
Applicants will be informed if the estimated technical processing time is expected to exceed six hours.
Fees charged by data controllers
In addition to the fees charged by the Health Data Service, applicants will normally pay for the work carried out by the relevant data controller to prepare and make the requested data available.
Fees vary between data sources and depend on factors such as:
- the complexity of the application
- whether data need to be linked with other data sources
- requirements for customised data preparation
- data quality assurance and extraction
- whether the project requires additional follow-up
Below are indicative prices for data provided by the Norwegian Institute of Public Health (NIPH).
Fees for data from the Norwegian Institute of Public Health (NIPH)
NIPH charges for the preparation and provision of data from both health registries and health surveys.
The hourly rate is NOK 1,155 per hour (excluding VAT) for both health registries and health surveys.

The examples above are indicative only. Actual costs depend on factors such as complexity, data quality, linkage requirements, and the extent of data preparation required.
The prices do not include any application processing fees charged by the Health Data Service.
Which data sources do these fees apply to?
The fees apply to, among others, data from:
- MoBa
- NHUS
- FHUS
- LHU
- The Norwegian Twin Registry
- The Growth Cohort
- National health registries managed by NIPH
Separate pricing and procedures apply to biological samples from MoBa.
Invoicing
Under the current practice, each organisation involved invoices separately for the work it carries out in connection with your application, including application processing, data preparation, and making the data available. As a result, you may receive invoices from several organisations involved in processing your application.
It is being considered whether invoicing can be more closely coordinated in the future, allowing application-related costs to be consolidated through the Health Data Service wherever possible.
